Parkway Villages Association is the umbrella group which is responsible for the common grounds which exists in and among all of the different residential neighborhoods in a two miles square area bounded by the Kroger Center on the south, and Enclave to the north; west to the perimeters of some of those communities located on that side.  That umbrella group takes care of the esplanades--the Spencer contract is in the $90,000 per year range--plus all of the water and electricity necessary to operate the street lights, the sprinkler systems, etc. Presently, that group collects ~$220.00 annually from each CPHOA resident. The Charlton Park Homeowner Association is govern by these Protective Covenants created by the Parkway Villages Association for all gated subdivision in the area of Parkway Villages of Houston, except where the Managerial By-Laws for Charlton Park and the Architectural By-Laws for Charlton Park may stipulate otherwise.
